Introducing - New Commonwealth Screen

This wont be completely done for a couple of days, but I am implementing a brand new in-game commonwealth screen on 0.32.0 that has a couple of new features.

   

Firstly, all child colonies can now see every colony in the commonwealth.  If another player is currently online (0.32.0 or higher), their 'Last Active' will change to a green 'Online' notification.  Each colony shows an icon with its planet type.  If a colony name is in red, it means their commonwealth relations have fallen below 80%.  Colonies are ordered by last active date, with the motherland appearing at top.

When you click on a commonwealth colony, you get the brand new in-game colony screen:

   

From here, you can see their screenshot (if they have one), their stats, send a gift, send a message, view their website.  Also, if they are using cloud sync, you can 'visit' their colony (not working yet, but soon).  If other members of your commonwealth are online, clicking the thumbs down will publicly denounce that colony.  It doesn't have any impact, its just a fun thing I added.  It may have consequences in the future.  But you can use it to let people know you dont like someone.  Also not yet implemented, you can do something similar to a cross-colony stimulus package.  The option will only be available if the colony is online and in a state of either rioting or anarchy (I think its like 25% or more of the population is protesting), that way somebody can't spam you with stimulus and force your colony into retirement.  It will have a transaction fee of civics, and a cap of $100, but if somebody's colony has fallen into total despair and they are unable to fix it, you can do an inter-planetary stimulus package to hopefully get your fellow commonwealth colony back on the right track.  It also makes sure the funds go straight to the colonists, and the corrupt colonial governor doesnt just pocket the coin.

Finally, when two colonies are online, sending messages and resources is now instant.  Hope you enjoy!

I have noticed that colonies now have coordinates. Is their any way to see your own at the moment? I can see the coords of my child colonies, but I can't find my own anywhere...

What's preventing the dictator from taxing the colonists right after things are back to normal?

Nothing other than the approval rating for the dictator dropping which would lead to protests, riots, no work, etc.

There will be, just haven't gotten that far.
