To keep colonist happy they need jobs, they need money, food, water, entertainment, and medical facilities.

You'll still need to fix the underlying issues with the colony though or the new colonists will start protesting.

An alternate strategy is to turn off the power, let all the colonists die, turn power back on and get new colonists.

Civic centers are a good way of getting civics at a mid-game level

Build civic centers if you can. If you don't have any civics, you can

Anyway you can get tons of civics from banks, compared to other options.
